History and founding
Oxley Holdings was incorporated in Singapore in March 2010 and listed on SGX Catalist in October 2010, moving to the SGX Mainboard in February 2013. Its annual report states that Executive Chairman and CEO Ching Chiat Kwong had invested in and launched 13 residential projects in Singapore before establishing the group, and names Low See Ching as co-founder. Oxley entered Malaysia when it completed the purchase of a site in the Kuala Lumpur city centre in December 2014, which became Oxley Towers KLCC.
