Short answer

Kuala Lumpur sets a RM1 million minimum purchase price for foreign buyers. Of the 14 projects we track, 11 start above it. On the other 3, the entry units fall below the line — larger layouts in the same building may still clear it, so the project’s headline price is the wrong number to plan with.

Read the last column with the size range beside it. A project starting RM92,200 short on its smallest layout will usually have larger units above the line. The threshold applies to the unit you buy, not the project.

The threshold is only the first gate

  1. Minimum purchase price — RM1 million in Kuala Lumpur. Selangor is RM2 million in its main districts (Petaling, Gombak, Hulu Langat, Sepang, Klang, Kuala Selangor, Kuala Langat) and RM1 million in Hulu Selangor and Sabak Bernam.
  2. State consent — required on every foreign purchase, submitted by the lawyer, and it takes time. Build it into your moving plan.
  3. Financing — foreign buyers can apply for a home loan; each bank sets the margin, usually a little lower than for a local buyer.

The rule that applies is the one in force when the sale and purchase agreement is signed, so confirm it at the time rather than relying on an article.

What this means when choosing

  • Do not shortlist by the “from” price. Shortlist by the actual unit, then check it against the line.
  • Completion matters more than usual. If you are relocating soon, look first at projects that are completed or close to handover, so you are not paying rent while you wait.
  • Ask about the service charge early. It is a monthly cost you carry for as long as you hold, and it varies widely between buildings.

Questions

Is the threshold negotiable?

No. It is set by the state, and it applies to the purchase price of the unit.

Does an employment pass or MM2H change it?

No. It turns on price and state, not on the visa you hold. MM2H has its own separate minimum, and both lines must be cleared.

How long does state consent take?

It varies by state and by case, commonly some months. It is a statutory step and the lawyer handles it.

Can a foreigner get a mortgage here?

Yes. Each bank sets the margin by your nationality and where your income comes from, usually a little lower than for a local buyer.

Which projects can I actually view now?

FACE Suites Kuala Lumpur, Oxley Tower 1 | SO Kuala Lumpur, Core Residence, The Conlay Residences, Oxley Tower 2 | Jewel KL City Centre are completed and can be inspected today.

Prices are developer-published gross prices, last checked 24 September 2026. Thresholds are set by the state and can change; the rule in force when you sign governs. Confirm with your lawyer.

What the process looks like, in order

  1. Shortlist the unit, not the project — and check its price against the threshold.
  2. Booking and SPA. The rule in force on the signing date is the one that applies.
  3. State consent application, submitted by the lawyer. This runs in parallel with financing and takes time.
  4. Financing. Available, generally at a lower margin than a local buyer receives.
  5. Stamp duty and transfer. Foreign individuals and foreign companies are stamped differently from local buyers.
  6. Handover. On a completed building this can follow quickly; on one under construction it is years away.

The step that surprises people is the third. Signing is not the same as owning, and the gap is measured in months.

Buying what you cannot visit

Most foreign buyers commit before seeing the building. Two things make that safer:

  • Prefer what is finished. FACE Suites Kuala Lumpur, Oxley Tower 1 | SO Kuala Lumpur, Core Residence, The Conlay Residences, Oxley Tower 2 | Jewel KL City Centre can be inspected today, in person or by someone acting for you.
  • Replace what you cannot see with what you can verify. Remaining lease, land title category, service charge, car park allocation and units per floor are all checkable from anywhere, and they shape daily life more than a show unit does.

Costs that do not appear in the price

  • Stamp duty, charged differently for foreign buyers
  • Legal fees for the purchase and for the consent application
  • The service charge, monthly, for as long as you hold
  • Rent, if you relocate before the building is ready
