Compact freehold suites and dual-key units beside the Lim Chong Eu Expressway
Keeperz Suites Gelugor
EXSIM Waterfront is launching Keeperz Suites in Gelugor, Penang: 493 freehold homes in two towers, Tower A and Tower B, on a 2.14-acre plot, with completion expected in 2030. There are just two unit sizes, two-bedroom Type A at 484 sq ft and dual-key Type B at 581 sq ft, and prices begin at RM820,100.
Keeperz Suites suits a single professional or a couple who want a small, easy-to-keep island home, not a family that is still growing. Units come in two sizes. The 484 sq ft Type A fits two compact bedrooms and two bathrooms into one apartment. The 581 sq ft Type B is dual-key: a single entrance leads to a shared foyer and then to two studio-like halves, and each half has a bedroom, a pantry and a bathroom of its own, so a relative or a tenant can live beside you with privacy. Vacant possession is estimated for Q4 2030. A foreign buyer on Penang island needs a strata home priced at RM1,000,000 or above, and the purchase goes through approval by the State Authority. At Keeperz that leaves only the top of the price list, the handful of units costing RM1,000,000 or more; for this commercial title the application fee is RM20,000 per title, and the levy is 1.5%.
Small freehold homes in two layouts, a sky pool and a sky gym at the top of the towers, and a supermarket about 370 m away.
Two Compact Layouts Only
Choose between three Type A variants (A1, A1a, A1b), all 484 sq ft with two bedrooms and two bathrooms, and two dual-key Type B variants (B1, B1a) of 581 sq ft. Mirrored plans exist for each.
How the Dual-Key Unit Works
Behind the Type B front door is a small foyer with two inner doors. Each side holds a bedroom, a pantry and a bathroom, so two occupants keep separate spaces inside a single unit.
Two Towers, Two Densities
Lower floors are busier: Tower A carries about 21 homes per level from Level 5 to 10, then about 11; Tower B carries about 23 from Level 5 to 8, then about 15. Three passenger lifts and one service lift serve each tower.
Pools and Gym on Level 21
The top of Tower B holds a sky pool, a wading pool, a jacuzzi and a lounge; the top of Tower A has the sky gym, a game room and a co-working space. Level 5 has a playground, a BBQ spot and a herb garden.
Upkeep and Parking
The full maintenance charge, sinking fund included, is RM0.94 psf; for the first two years owners pay RM0.48 psf. The 364 car parks include five for disabled drivers. That is fewer bays than the 493 homes, so confirm a bay before you book.
Bridge View or Hill View
Units on the southeast side look towards Penang Bridge and the mainland, while units on the northwest side face Bukit Dumbar. Choose your side before you choose your floor.

Buyers who can wait. Completion is expected in 2030 (vacant possession estimated Q4 2030), so budget for rent until then.
Malaysian buyers. Penang sets RM1,000,000 as the minimum for a foreign buyer of a strata home on Penang island, so the lower-priced units here are for local buyers; a foreign buyer needs a unit priced at RM1,000,000 or more, with State Authority approval applied for through a lawyer.
Who it may not suit
You need to move in before 2030. Completion is expected in 2030, about 4 years after signing this year, so plan to rent or stay where you are until then.
You want low monthly costs. The service charge is RM0.94 psf, about 2.4 times the RM0.40 psf median of the projects on this site. For the smallest 484 sq ft unit, that is about RM455 a month.
What to confirm before you sign
The service charge per square foot. It is the cost you carry every month for as long as you own, and it varies several times over between buildings.
Car park allocation in writing. Some city projects allocate none; you rent a bay monthly instead.
It sits on a Commercial title under the Housing Development Act. That changes utility tariffs and assessment rates compared with a residential title — ask for the figures before you budget.

The bank's formula is monthly payment = P × r ÷ [1 − (1 + r)−n]. P is the amount borrowed, r is the yearly rate ÷ 12, and n is the number of monthly payments: 420 over 35 years.
Most new home loans float. The rate is the Standardised Base Rate (SBR) plus a spread the bank sets for you, and the SBR tracks the Overnight Policy Rate, which Bank Negara has held at 2.75% from 9 July 2025. At 4.5% instead of 4%, that RM738,090 loan costs about RM225 more a month, and a 30-year term instead of 35 adds about RM256. If this would be your third or later home loan, the bank can lend at most 70% of the property's value.

Service charge and sinking fund
The service charge at Keeperz Suites is RM0.94 a month for each square foot, and that already counts the sinking fund. Under the Strata Management Act 2013, the sinking fund is at least 10% of the service charge and is kept for major repairs.
Across the 125 high-rise projects I track, the middle figure is RM0.40 per sq ft. Keeperz Suites is above it, about RM261 a month more on the smallest unit than a building charging the middle figure.
